The southern mountain of Ningxia is located in Hilly and Gully Region of Loess Plateau which is in the middle reaches of the Yellow River with fierce soil erosion, belongs to the mountainous or semi-mountainous with the harsh natural environment, bad traffic and undulating terrain, the ecological environment is very fragile, prominently displays in: the serious soil erosion, wind erosion and desertification disaster, the shortage of water resources, drought disaster problems, bad natural environment makes the southern area of Ningxia have low level of productivity, people are living in poverty, per capita income has been lower than the average level in Ningxia, it has shown that a side water and soil can't afford people in reality.

Since 80's in last century, the Ningxia autonomous region has organized the implementation of Diaozhuang migrants, immigrants, the total of immigrants are nearly 840000 people. In the future, Ningxia will promote the development of ecological immigration. In "Twelfth Five-Year Plan" period, the ecological immigrant project in central and southern Ningxia refers to Yuanzhou region Guyuan city, Longde, Xiji Yuanzhou District, Jingyuan, Pengyang and concentric, Yanchi, Wuzhong District of Shapotou city and the 9 counties (districts), 91 townships, 684 administrative villages, 1655 villages. Shizuishan plans to place 10126 households and 46300 people in south-central ecological immigration, the labor migration is 5913 households and 25800 people, the Dawukou area plans to place 2514 households and 10400 people, Huinong district places 3399 households and 15400 people, Pingluo County places 4213 households and 20500 people.
