Dacai Middle School, a village-level middle school, is located at the Dacai Village of Hui Township in Qing hai, where the average altitude is 2657 meters high, having the character of low temperature, short no-frost period, big difference in day temperature, small amount of rainfall distributing unevenly in time and area. Drought, hailstone, frost and other natural disasters have almost become the obstacles of local economic development. Dacai Middle School, established in 1980, have 15 classes with 830 students most of whom are the Han Nationality and Hui Minority and some of whom are Zang Minority. Most of the students from the poor villages adjacent to the school could not even afford the 100RMB miscellaneous expense. Due to the policy ‘ Exemption of miscellaneous and textbooks fees and provision of allowance’ of the school, many children can continue their study. Many students’ families can afford no extra-curriculum books but the textbooks. The insufficient books of the school are regarded as treasures and handed on by the children who are extremely eager to know the wonderful world of outside and obtain various kinds of knowledge by reading more books.

Note: The condition of the school is so poor that the headmaster and teachers are still working in the low bungalows. Mr. Liu, the admirable and touching headmaster, is so eager to provide more books to the children that he is very excited after hearing of the plan of Public Reading Room, expressing appreciation again and again and promising to open the reading room to all students so as to allow more children to read more books.?
