| Since ancient times, Xining City and the surrounding area is place of extremely water shortage. Due to the distribution of water resources is uneven in time spatial coupled with the severe change of water volume of every rive in every year, so the contradiction of water supply and demand is very prominent, and more than half population of the province has gathered in this area, if there is no water, economic society is hard to have sustainable development. |

| In order to change this situation, in 1958, the provincial commission, provincial government decided to build this project and set up a headquarters, but due to the huge scale of investment, outdated equipment and other reasons, this project was forced to stop. In 1991, the seventh session of the seventh provincial meeting of provincial commission made the decision again of paying close attention to preparatory work of Yindajihuang project and starting to build in sections and installments as soon as possible. Since then, the province modified the construction planning continuously in accordance with the overall requirements of the country, and applied official replies; until the project of Heiquan Reservoir was completed in 2008 , the dream of transferring water came to true which lasted 50 years. |
