Kyoto Protocol

 

Background:The Kyoto Treaty was ratified in December,1997,and was open for signature in the period from March 16th,1998 to March 15th,1999,during which 84 countries had signed.The treaty entried into force from February 16th,2005,and by February,2009,183 countries had signed it.


  

Targets:《The signing of the "Kyoto Protocol" is aimed at protecting mankind against the threat of global warming.The developed countries started to take the obligation of the carbon emission reduction in 2005 while the developing countries in 2012.By August 13th,2005,there had been 142 signatories(including 30 industrialized countries) with a population occupying 80% of that of the world.

 

About How:The "Kyoto Protocol" entried into force on February 16th,2005.It is an unprecedented form of laws and regulations to limit the greenhouse gases emissions.In order to motivate each country in achieving the target,four ways of emission reduction are allowed as follows:

1."Emissions Trading" can be conducted in the form of carbon credits sale between two developed countries.That is to say those that are not able to be up to the task can pay for the credits exceeded by other countries.

2.The actual greenhouse gases emissions of a country shall not include those soaked up by the forest.

3.The green development mechanism can be adopted to motivate the developed countries and developing countries in carry out the greenhouse gases emissions.

4."Clustered Form" is available.That is to say the European Union can be devided into groups.In a group some countries do the emission reduction while the rest not so that the emission reduction task can be fulfilled in general.
